Post Secondary Enrollment Option
Postsecondary Enrollment Options (PSEO) is a Minnesota program that allows eligible 10th, 11th, and 12th grade students to earn both high school and college credit by enrolling in approved, nonsectarian college courses while still in high school. Courses may be taken on campus or online through participating postsecondary institutions.
Each college or university sets its own admissions requirements. Students must meet Minnesota residency and eligibility guidelines outlined in Minnesota Statutes, section 124D.09.
Who Is Eligible for PSEO?

11th and 12th grade students may enroll part time or full time.

10th grade students may enroll on a limited basis (see below).

Students must meet program eligibility and participation limits.

Students identified as not on track to graduate may continue participation on a term-by-term basis, as determined by the district.
Special Eligibility for 10th Grade Students

10th graders may initially enroll in one Career and Technical Education (CTE) PSEO course if they earned a “meets” or “exceeds” reading score on the 8th grade MCA.

If a student earns at least a C in that course, they may take additional PSEO classes.

If the MCA was not taken, another approved reading assessment may be used.

Students with disabilities may qualify through an alternative reading proficiency option.
Important PSEO Deadlines
By March 1: Districts provide PSEO information to students in grades 8–11 and their families.
By May 30: Students must notify the district of their intent to participate in PSEO for the following school year.
Failure to meet the May 30 deadline may result in tuition costs unless waived by the district.
PSEO Costs and Support
There is no cost to students for:

Required textbooks

Mandatory course fees
Students may be responsible for:

Equipment they keep after course completion

Unreturned textbooks

Tuition if notification deadlines are missed
High School Access and Activities

PSEO students may continue participating in high school activities and extracurriculars.

Districts provide reasonable access to:

School buildings

Computers and technology

Online learning resources during regular school hours

Transportation Assistance
Qualifying students may receive mileage reimbursement for travel to college campuses.
Families can access details through the PSEO Mileage Reimbursement Program.
Graduation Requirements and Credit Transfer

All PSEO courses must meet high school graduation requirements.

Credits are transcripted using ratios set by state statute.

The district determines how each PSEO course applies toward subject areas and standards.

Grade-weighting policies, including eligible weighted courses, are published annually on the district website.
If there is a disagreement about credit awarded, students may appeal to the school board and ultimately to the Minnesota Commissioner of Education.
Online PSEO Courses
Participating colleges must allow PSEO students to enroll in online courses in accordance with their institutional policies.
